City Solicitor

Fiona Ledden, City Solicitor; and Carol Culley, the Deputy Chief Executive and City Treasurer at Manchester City Council have responsibility for the Corporate Core of the Council. Here in the Corporate Core they cover a wide range of areas and services. They:

  • help drive the Our Manchester Strategy for the city, and the Corporate Plan that articulates the Council’s priorities for delivery
  • enable effective leadership by working with a range of external partners and all areas of the Council
  • deliver a number of essential front-line services to our residents, including the Customer Contact Centre and Out of Hours Service
  • ensure that they support our councillors in their roles to provide effective democratic accountability, and that they make legal and affordable decisions that are in the best interest of our residents.

 

As the Deputy Chief Executive and City Treasurer, Carol Culley has a varied and exciting role that can include anything from overseeing the construction and delivery of the £130million Factory Arts Centre, the Council's financial strategy for the next three years, to developing our People Strategy, and overseeing our work on reform, policy and strategy for the city.

She is responsible for:

  • Customer Contact Centre, Revenues and Benefits, and the Shared Service Centre
  • Capital Programme Delivery
  • Financial Management
  • Human Resources and Organisational Development (HR/OD)
  • Information and Communications Technology (ICT)
  • Internal Audit, Health and Safety and Risk
  • Policy, Performance and Reform Procurement and Commissioning.

 

As City Solicitor, Fiona Ledden is responsible for:

  • Communications
  • Registrars and Coroners
  • Elections
  • Governance team
  • Legal teams.

 

They both undertake legal work for Salford City Council and the Greater Manchester Combined Authority, and provide legal support for some aspects of Rochdale Council. They also create innovative solutions to problems and ensure that the democratic process is properly undertaken.
