The successful candidate will hold a key role in the TV Team. The team is responsible for a wide range of high profile policy areas including supporting the UK broadcasting sectors to adapt and succeed in a rapidly changing media environment, engaging with public service and international broadcasters, on-demand services, and tech providers, and ensuring appropriate regulation and protections for audiences.

The TV Team sits within the wider Media and International Directorate (MINT) which covers a broad range of work on sectors including: TV, radio, press, and advertising; as well as having a key role leading the department’s international work.

Job description

This is an exciting and stretching policy role working within the TV Team, focused on the future of TV regulation. The UK’s television landscape is undergoing a rapid, technology-driven transformation, fundamentally challenging the traditional regulatory framework originally designed for an era of analogue broadcasting. Without change, UK regulation, such as Ofcom content standards, will struggle to keep pace with media innovation and changes to how audiences consume content.

This role will consider the current and future needs of UK audiences in order to develop and deliver evidence-based policy relating to the role of content regulation in the television, video-on-demand, and online sectors such as YouTube. This will include working towards potential legislation.

The successful candidate will also contribute to wider work relating to content policy. This includes work on a range of topical and reactive issues at fast pace and with significant political interest; emerging policy priorities; and responding to Ministerial and Parliamentary requests.

Post holders will also help manage the team’s relationships with a number of high-profile TV stakeholders. This may include broadcasters such as Sky; public service media providers such as ITV and Channel 4; global tech platforms; TV manufacturers and video-on-demand providers.

Depending on the Department’s success in securing a legislative slot, the successful candidate may in due course be asked to lead on other projects within the TV Team.

Person specification

The ideal candidate would have the following key skills and experience, please note that the desirable skills will only be used in the event of tied candidates.

Essential requirements:

  • A proven ability to identify, analyse and assess evidence from a range of different sources to inform effective decision-making.
  • High quality written and oral communication skills - including the ability to succinctly explain complex issues to a diverse range of audiences.
  • Delivering at pace - taking responsibility for delivering high-quality, timely results, even when facing pressure or changing priorities.
  • Stakeholder management skills - able to facilitate and support engagement with key stakeholders including Ofcom, media providers, and other government departments.

Desirable skills:

  • Experience of working in policy development and/or legislation is desirable, but not essential for the right candidate.
  • Knowledge of the television sector and/or the digital economy.
