The Housing Solutions Service delivers the Council’s statutory duties as set out in the Housing Act 1996, as amended by the Homelessness Reduction Act 2017. Housing Solutions is a busy customer focussed service that assists people at risk of homelessness, as well as those who are already homeless. Prevention of homelessness is at the forefront of the work we carry out. The Review Officer role sits within a team of skilled professionals within Manchester City Council’s Housing Solutions Service. The role holder is responsible for carrying out reviews of legal decisions made under the Housing Act 1996, Part VII, as amended by the Homelessness Reduction Act 2017, where the customer disagrees with the decision that has been made on their application. Under Section 202 of the Housing Act 1996, as amended, an applicant has the right to ask the council for an internal review of certain types of decisions. The role holder will hold a case load and is expected to conclude statutory reviews within a set timescale. In order to complete reviews to a high standard, the role holder must possess excellent investigation, negotiation and analytical skills and be confident in making legally sound decisions and providing instructions to the Council’s legal team. They are also required to liaise with various support agencies and will be in active communication with legal representatives from outside of the council. Due to the nature of the work, the role holder must possess a high standard of written communication skills and be able to articulate complex legal information to various audiences across different mediums. As well as completing Section 202 reviews, the Review Officers are also responsible for progressing service improvement; the post holder will be involved in developing and delivering training to colleagues.
