If you have completed the GM Elevate (Leadership Development) Programme, please indicate this within the ‘About You’ or ‘Supporting Statement’ section of your application The Role: We are looking for an experienced, enthusiastic and dedicated Compliance Officer to join our busy licensing team here at Bolton Council. You will be dealing with a range of issues across licensing from private hire and hackney carriage licences, Licensing Act 2003, Gambling Act 2005, street trading and many other aspects and be responsible for ensuring compliance with licensing legislation and policy requirements. You will be required to undertake the necessary appropriate action or enforcement activities, complete inspections and advisory visits to businesses and holders of licences, registrations, and permits, ensuring compliance, and providing advice on legislative requirements. You will investigate and take appropriate action on complaints and other legislative breaches, including gathering evidence, preparing and taking witness statements, preparing prosecution files or reports for committee. You will be required to attend court and committee when necessary. You will also be required to undertake associated administrative duties relating to the role. The role includes an out of hours payment and you would be expected to work weekends and evenings on a rota basis and as the service requires. About You: You will have significant enforcement and licensing experience. A demonstrable knowledge and awareness in relation to all licensing processes and functions and make a positive contribution to the licensing team. You should have experience of completing prosecution reports and reports for committee. A qualification such as the Institute of Licensing Practical Licensing Practitioners qualification would be beneficial but not essential. You will also have varied administrative experience and be proficient using various IT systems and software, including the full range of Microsoft packages. Knowledge of Civica APP is beneficial but not essential. You should be able and willing to work as part of a team, providing support to all members of the team. You will also have experience of providing excellent customer service and partnership working with internal and external organisations. You should have the skills and experience needed to work within the team; however, you will be supported with professional development, in order to enhance those skills and experience. You will be required to manage and prioritise your own case work, which will include responding to service requests and organising specific areas of work, projects and targeted operations. The role will involve working to specific timescales, were accuracy and recording of information is crucial. The ideal candidate will have experience in the regulatory licensing field within a Council and have a good understanding of the wider issues regarding Licensing.
