The Role
We are seeking an experienced and motivated Building Surveyor to support the delivery of capital and planned improvement projects across the Council’s estate.

The postholder will provide professional building surveying, design and project management support across a varied portfolio of works, including refurbishment, maintenance, compliance and improvement schemes. The role includes condition surveys, defect diagnosis, feasibility work, options appraisal, specification writing, procurement, contract administration and site inspection.

The postholder will also manage external consultants, contractors and specialist advisers, while working closely with internal stakeholders to ensure projects are developed and delivered in line with programme, budget and statutory requirements. The role will involve regular site visits and liaison with senior officers, service users and other stakeholders as required.

About You
You will hold a degree or equivalent professional qualification in Building Surveying or a related construction discipline. Membership of RICS, CIOB or a similar professional body would be desirable.

You will have proven experience of delivering building surveying and construction projects across design and delivery stages, including surveys, defect analysis, preparation of specifications and drawings, tendering, contract administration and site inspection. You will also have experience of managing external consultants and contractors and working with a wide range of stakeholders.

You will have sound knowledge of building construction, refurbishment and maintenance, together with a good understanding of relevant legislation and technical standards, including health and safety requirements, CDM 2015, Building Regulations and wider compliance obligations applicable to public sector buildings.

You will need strong communication and interpersonal skills, with the ability to explain technical matters clearly to non-specialists, together with good ICT skills including Office 365. You must also be able to manage project budgets, risks and contract administration under JCT and NEC forms of contract.

A full driving licence and access to a vehicle are required, as this post is designated as an essential car user role and will involve site visits and attendance outside normal office hours when required.
