Working Hours: 35 Hours Per Week The City Council is looking for a Supported Housing Strategy Project Manager, on a 12 month fixed term contract. The role will lead on developing Manchester’s ambitious new Supported Housing Strategy. This will involve coordinating work to develop supported housing needs assessments, a new supported housing strategy, delivery plan and monitoring framework in line with the statutory requirements of the Supported Housing Regulatory Oversight Act. Based in the Strategic Housing team, the new Supported Housing Strategy Project Manager will play a leading role within the Growth & Development Directorate – set up to deliver on key housing market objectives in line with the sustainable economic transformation of the city. About the Team The Housing Strategy Team is responsible for advancing Manchester’s Housing Strategy, which includes an ambitious goal of 36,000 new homes by 2032 (with 10,000 affordable homes). Our team champions projects designed to increase housing supply, improve housing quality, and support vulnerable residents in secure housing environments. The team also manages the city’s Enabling Independence Accommodation Strategy, which fosters independence through innovative housing solutions across Manchester. By collaborating closely with other departments, commissioners, and housing providers, we work to ensure Manchester’s housing landscape evolves and grows in line with residents’ needs. About the Role As a Project Manager within Manchester City Council’s Housing Strategy Team, you will play a pivotal role in advancing Manchester’s housing goals by developing Manchester’s new Supported Housing Strategy. The successful candidate will have the following skills: Project Management: Proven ability to define, document and deliver complex, long‑term projects through to implementation, including those with significant business, political or public profile impact and high‑risk interdependencies. Analytical Skills: Highly developed analytical capability, able to interpret and synthesise complex data and information from multiple sources, identifying patterns, relationships and systemic impacts to inform sound decision‑making. Planning and Organising: Focus and objectivity under pressure; effectively managing a complex, multi‑priority workload and progressing multiple plans and initiatives concurrently. Communication Skills: Communicates complex and sensitive information clearly and persuasively to audiences at all levels, adapting style and approach to ensure shared understanding and engagement. People Management: Demonstrated ability to lead and resource diverse teams across a wide operational area, managing risk and decision‑making while establishing a clear sense of purpose and commitment to shared objectives. Commissioning and Partnership Working: Provides expert advice and leadership to develop commissioning capability across local partners, directly supporting the delivery of joint commissioning priorities and outcomes.
