If the answer is yes, then we would like you to hear from you as we look to recruit an Exchequer Services Team Leader to lead our Recovery Team collecting Council Tax & Housing Benefit Overpayments. This is an exciting opportunity for a knowledgeable local taxation professional who wants to join a high-performing team and continue to drive improvement within our Service. You will report to the Revenues, Systems and Performance Manager and be the main lead on maximisation of arrears of Council Tax, Housing Benefit Overpayment debts with the expectation of being flexible to cover other debt areas such as Accounts Receivable and Adult Social Care Debt. You will have responsibility along with the Revenues, Systems and Performance Manager of developing recovery timetables and strategies that maximise income generation whilst appreciating the changing landscape of local taxation and the need to take a balanced approach. This will also be a fantastic chance to develop your presentation skills in a court setting as you will lead on Liability Order courts for Council Tax. You will act as the specialist point of contact for escalated recovery matters including Charging Orders, insolvency, court action and complaints working closely with our legal team, enforcement agents and other stakeholders. You will ensure the workload of the team is managed effectively and that deadlines are met whilst monitoring key outcomes and performance. You should have experience in a Revenues, Benefits or financial background and be willing and able to lead, motivate and manage a team of staff to deliver key performance goals and objectives. You will be IRRV qualified (Full/Tech/Apprenticeship) or have a willingness to obtain this qualification within 12 months, with up-to-date specialist knowledge including with proven experience of dealing with complex cases, influencing and negotiating with a number of stakeholders. You will provide a professional service to our residents and customers and adhere to the Council’s policies and procedures. You will have excellent written and oral communication skills with the ability to establish collaborative/good relationships with multiple stakeholders. This will include representing the Council at Liability Order Courts and working closely with our Legal Team to secure payment of unpaid debts. You will be able to manage multiple, competing tasks whilst ensuring your team meets their targets. You will be able to contribute to the future direction and decision-making approach of recovery of the Council Tax including reviewing policies and procedures with the Revenues, Systems and Performance Manager. The role is extremely fast-paced and as such you will need to be organised and able to deal with heavy workloads and work under pressure to ensure all tasks are covered and targets met.
