The opportunity: Oldham Council is looking for an exceptional Executive Director of Resources to join our Executive Management Team at an important point in our development. Reporting directly to the Chief Executive, you will lead a broad portfolio encompassing Finance, Legal, Digital & IT, HR & Organisational Development, Democratic Services, Internal Audit, Risk & Assurance, Governance, Performance, Transformation, Customer Experience, Procurement, and Revenues & Benefits. But this is about much more than leading corporate services. We want our enabling functions to become the organisational capability that drives transformation across the Council bringing together our people, technology, resources, governance and performance to enable innovation, accelerate improvement and deliver better outcomes for residents. As one of the Chief Executive's principal strategic advisers, you will work collaboratively across the Executive Management Team, helping shape organisational strategy, strengthen financial and corporate resilience, accelerate digital innovation and ensure we have the capacity and capability to deliver our ambitions. You may already be an Executive Director of Resources, Corporate Services Director, Chief Operating Officer or Deputy Chief Executive. Alternatively, you could be an exceptional director ready to take the next step in your career, with a background in transformation, digital, organisational development, finance, governance or another relevant corporate discipline. Your professional background matters less to us than what you have achieved and how you lead. You will bring a track record of leading significant organisational improvement and transformation within a complex environment, together with the strategic judgement to bring multiple professional disciplines together behind a common purpose. You will be an outstanding relationship builder: credible with senior colleagues, elected members and partners; comfortable influencing through collaboration rather than hierarchy; politically aware; resilient; and confident operating through complexity and change. What Is AI and How Do We Use It Across Greater Manchester?
AI refers to technology that can create or refine content, such as text, ideas, summaries, or planning. It can help improve productivity, problem-solving, and creativity.
We’re open to using innovative digital tools where they can help us work smarter and deliver better services for our residents. However, every use of AI is carefully considered to make sure it is ethical, responsible, and aligned with public-sector values.
When it comes to recruitment, we take a human-centred approach.
This means:
A trained hiring manager reads every application
Shortlisting is based on objective criteria required for the job
Interviews are conducted in person or via teams by the hiring manager for the role
All hiring decisions are made by hiring managers, not algorithms
AI does not make decisions in our recruitment process and our managers are being upskilled to spot AI in applications, particularly when this might have been used in a way that doesn’t feel genuine. If something in an application raises a question or concern, we will test this out with assessments or at the interview stage to confirm authenticity.
Our aim isn’t to catch anyone out but to make sure we’re getting to know the real you, giving every candidate a fair chance and finding the right person for the role.
