Team Bury Procurement is on a journey of continuous improvement and has set a clear ambition to achieve a “Best” rating across all themes against the Commercial Continuous Improvement Assessment Framework (CCIAF) by 2030. The transformation programme will strengthen commercial governance, capability, systems, and performance, whilst helping the Council maximise value from its third-party spend and deliver substantial financial savings and social value in an increasingly challenging environment. The Procurement Transformation Business Case represents a significant investment in strengthening procurement capability across the entire commercial lifecycle at Bury, from strategic sourcing and procurement through to contract and supplier management. This provides a unique opportunity to influence organisational change, deliver significant and sustainable savings, improve commercial outcomes, and drive continuous service improvement for the people of Bury and its partners. This is a rare opportunity to be part of a high-profile transformation agenda, working across a broad range of strategic, commercial, procurement, contract management, supplier relationship management, social value, and continuous improvement activities. The successful candidate will have the opportunity to shape how procurement and contract management are delivered across the Council contributing directly to better services, stronger partnerships, and improved outcomes for residents across Bury. About the role Salary: Grade 11, £44,152 to £45,777 per annum. An approved market supplement is currently in place, increasing the salary by £5,000 per annum. The market supplement is a time-limited payment for an initial period of two years and will be subject to review thereafter. We are keen to hear from candidates with procurement experience and also welcome applications from individuals working in related disciplines. You may currently work in procurement or have transferable experience from areas such as: Programme or Project Management Risk Management Internal or External Audit Social Value Commissioning Contract Management Supplier Relationship Management Commercial Management Governance and Compliance Programme or Project Management We recognise that many of the skills required for success are transferable. If you have experience of project management, managing risk, assuring compliance, delivering social value outcomes, commissioning services, managing contracts, or driving continuous improvement, we would love to hear from you. We are looking for individuals who are: Proactive and solution-focused Highly organised with excellent attention to detail Strong communicators with the ability to influence stakeholders Comfortable analysing information and making evidence-based decisions Confident using Microsoft Word, Excel and PowerPoint Committed to high standards of governance, transparency and value for money A collaborative team player who builds positive working relationships across the organisation. An understanding of the commercial lifecycle and the differences between: Plan: Identifying needs, analysing spend, understanding markets and developing sourcing strategies. Define: Developing specifications, outcomes, requirements, evaluation criteria and contract documentation. Procure: Running compliant quotation and tender exercises, evaluating bids and awarding contracts. Manage: Contract management, supplier performance monitoring, benefits realisation, risk management and continuous improvement. Would be advantageous although full training and development will be provided for the right candidates.
