Rochdale Borough Council is delivering an ambitious transformation programme across Adult Social Care, supported by significant investment in digital services, business change and technology. We are looking for two enthusiastic and motivated Information Systems Development Officer to join our Adult Care Systems Team and play a key role in modernising the way Adult Care services are delivered.

This is an exciting opportunity for someone who enjoys combining technology, business analysis and problem solving to create better outcomes for residents and staff. Working closely with Adult Care practitioners, managers, colleagues across ICT, and external suppliers, you will help design, configure and enhance our core Adult Care application, System C, ensuring it supports efficient, user-focused and digitally enabled services.

About the Role

As an Information Systems Development Officer, you will support the ongoing development and optimisation of the Adult Care systems portfolio, with a particular focus on System C. You will lead and support activities such as:

  • Designing and configuring electronic forms, workflows and business processes.
  • Developing system functionality to support Adult Care transformation initiatives.
  • Mapping and improving business processes through system automation and configuration.
  • Working with users to understand requirements and translate them into practical digital solutions.
  • Supporting testing, implementation and user acceptance activities.
  • Developing reports and management information to support operational and strategic decision making.
  • Working with suppliers and ICT colleagues to improve integration between systems.
  • Supporting digital innovation and continuous improvement across Adult Social Care.
  • Providing specialist application support and technical expertise to users.

About You

We are looking for someone who is passionate about technology and service improvement. You may already have experience working with line-of-business applications, workflow systems or case management platforms, or you may be looking to develop your skills in a highly rewarding public sector environment.

You will ideally have:

  • Experience configuring or supporting business applications.
  • An understanding of business process mapping and workflow design.
  • Strong analytical and problem-solving skills.
  • Experience gathering and documenting user requirements.
  • Excellent communication and stakeholder engagement skills.
  • The ability to manage multiple priorities and deliver successful outcomes.
  • Experience of SQL, reporting tools or systems integration would be advantageous.
  • Knowledge of Adult Social Care systems, System C, Liquidlogic or similar platforms would be beneficial but is not essential.
