Blackpool Council is seeking motivated and customer-focused Client Contribution Support Officers to join a new team within Adult Social Care. These roles have been created to support a significant transformation programme that will transition residential care placements to a gross payment model, ensuring client contributions are paid directly to the Council.

As part of this important project, you will work closely with individuals receiving care, their families, attorneys, deputies, and other third parties to help update payment arrangements and provide guidance throughout the transition process. Your work will be instrumental in minimising the impact on Adult Social Care debt while delivering a positive experience for residents and their representatives.

Following the successful completion of the project, the team will continue to play a vital role in monitoring client contributions, preventing debt from escalating, and maximising recovery rates through proactive intervention and support.

Key Responsibilities

  • Support the implementation of the Adult Social Care Gross Payments Project.
  • Contact and engage with service users, families, representatives, and third parties to establish and amend payment arrangements.
  • Provide clear advice and guidance on client contribution payments and financial responsibilities.
  • Monitor residential care contribution accounts and identify potential arrears at an early stage.
  • Work proactively with individuals and their representatives to resolve payment issues and prevent debt accumulation.
  • Maintain accurate records and ensure all actions are documented appropriately.
  • Liaise with social care, finance, legal, care providers, and external partners to support debt prevention and recovery activities.
  • Contribute to maximising collection and reducing outstanding Adult Social Care debt.

About You

We are looking for individuals who:

  • Have excellent communication and customer service skills.
  • Are confident dealing with sensitive financial matters in a professional and empathetic manner.
  • Have experience of working in a financial, debt recovery, income collection, customer service, or social care environment.
  • Can build positive relationships with a wide range of stakeholders.
  • Possess strong organisational skills and attention to detail.
  • Are able to manage competing priorities and work effectively both independently and as part of a team.
  • Have good IT skills and experience of maintaining accurate records.

At this point in time we are not currently able to offer a Visa sponsorship in this role due to operational reasons.
